Agree with beancounters....(I'm a retired one) We have the same issue as the military only our lives generally don't depend on the fact that parts are sourced from the cheapest vendor.

I bet those were on a demo truck and were pulled off so the demo could be sold with new tires. The ad doesn't seem to specify new tires although one would assume they would be. Check your invoice.
I've been around awhile and have never seen new tires look like that. Back in the day, they used to wrap new tires in heavy paper to keep the UV off of them. I replaced my POS Bridgestones with the same tire and they look nothing like that. Bought mine at Discount Tire.
